I think you meant 'a little under 15 seconds'. Aside from the opening summary (which i always skip over when reading the manga), OP/ED, and ekaki uta segments, there was a grand total of 12 seconds of reused footage. I can't tell any more whether these are really your impressions or if this is all part of your plan to win the "Snarkiest Anime Blog" award. I quite enjoyed the paper doll segment (both content and style). I don't know much about art techniques, but even if the segment cost less, the handdrawn dolls look like a LOT more effort than the standard simple backgrounds + computer coloring/shading. It can't have cost THAT much less money either... we're not talking KareKano levels here. Content-wise, it was about people who pretend to waffle over decisions but who've already made up their mind. Nice moment there where Kafuka asks if Zetsubou's decided on a girl yet and he blushes at her and says yes... and then they take the "we'll figure it out later train" with NEETs and politicians.
